Well version 3 of the SR has been sent out, hopefully there are no more issues. With regards to the Prosperity, yes I am aware of that table, I fear i am still unaware of what the problem is. The current Prosperity of each province is based on a system I used to set each province a different starting Prosperity, they will be modified by that table at the end of the turn.
Take Yachimata as an example, it has a healthy prosperity, heavy taxes and the law is totally controlled by the me. Assuming nothing else happens (i.e. events and agitation) the table from the current SR says my modified prosperity will be unchanged next turn.

What I think it should be is like the below:

The current prosperity of Healthy has a -1 modifier, it wants to push my prosperity down towards the stable range (Poor (-3) to Content (2)).
Without knowing your system I can't comment on it, but I think that the starting prosperities are (across the board) too high. If the negative prosperity modifier is applied it is a self correcting situation, and I'm sure the actions of players will help to drive it down (or up) in some provinces.

Aha, now I understand. That little table on the holdings sheets was just for me to track the various modifiers to prosperity during a turn. The modifier you are talking about is applied at the end of a turn (or at the beginning, depending on how you look at it), and that's why it doesn't show up there, but rest assured, it will be applied.
As for the very high prosperity ratings, well the rationale for that is that we are starting play at the end of 40 years of relative peace and stability and thus increasing prosperity. You guys can keep your prosperity levels up, but it will cost you in actions, GB, & RP to do so, and presumably you all have better things to do with your actions, GB, & RP than just keep the people happy, so we can expect them to start dropping.

No actually it wasn't, though I was going on the assumption we would be 2 weeks from delivery of the SR to the deadline, so say by end of Monday the 16th.

But diplomacy, etc. can be commenced immediately, as long as you remember to put the appropriate cations in your order sheet.
