The Shitanjo Shuha do hereby declare neutrality in affairs of the realm. The lands of the Mihama are declared holy and sacred, and the Lord of the Mihama pledges within this declaration that the clan shall never seek to rule lands beyond those considered holy to the spirits where he currently rules.
As servants of the spirits that both the give and take life, we honour the natural cycle of birth, struggle and death. Conflict is a natural part of this cycle, and we do not seek to prevent it. The lands of the Mihama and he temples, including any associated land, of the Shitanjo Shuha are to, however, be considered neutral ground which may not be violated either physically, spiritually or magically. To honour the spirits further, the arms of the Mihama may, upon suitable homage paid to the spirits, be engaged to act on behalf of those who beseech us to do so. Any such involvement will be declared publicly and strict conditions of service will be adhered to. Any such action shall never seek to extend the rule of the Mihama, and all foes shall be treated as honouring the spirits through displays of martial skills. The honour of fighting against the Mihama is equal to that of fighting alongside. Only those who seek to violate temple land shall be considered an enemy.
Those who honour the spirits by abiding by this declaration shall in return be honoured. Those who seek to anger the spirits by breaking the decree will be declared unclean until such time as they pay such homage to the spirits as to be cleansed.
