It seems I forgot to remove this action from the House Rules site before I posted it - Doh! I have Zaidanized it and reposted it: bobsworlds.x10.mx/Actions/Action%20Descriptions/Establish%20Higher%20Echelon%20Unit.htmI still don't think it really fits the setting, however I will think about it over the next few days and get back to you. So for now don't design your army counting on those discounts. Feel free to chime in either for or against including it.

The benefits are minor, but the action has no cost and no potential for failure.
Also no penalties for breaking up the grouping (i.e. if the regiment isn't fighting together it gets -x and -y).

No, they just don't get the benefit. Mostly it is a bit of a pain to track is all.

So the action: - has no cost. - can't fail. - has benefits. - has no drawbacks.
It's overpowered, and frankly unnecessary.
