Is it possible to set a building speed below 3GBs/DT, i.e. If I was running short on cash could I decrease the building speed from 3GB/DT to 1 or 2GB/DT?
Follow-up question, the Timber and Quarry resources provide 1GB/DT progress no matter if you are building at the Standard speed, using Supervision or using the rules for Hurried Construction. If you can slow down the progress do you still get the 1GB/DT progress benefit?
My personal opinion would be yes to both, because the inherent penalty for going slow is that you don't get access to the building/fortification until much later on.

1. Progress: By supervising the construction you get to dictate the number of GB expended. 2. Timber/Quarry: Yes, the project proceeds at 1 GB more than is actually paid regardless (you don't have to pay this extra GB, it is just added to the amount you do pay, so if you build at the standard 3 GB with access to timber, you pay 3 GB and the building progresses 4 GB)
