Is it possible to upgrade buildings/fortifications.
Example 1. I have a Fort (1) in Province A, can I upgrade it to a Castle (1) by using the Fortify action?
Example 2. I have a Small Palace in Province A, can I upgrade it to Medium Palace by using the Build action?
My gut feeling is that you should be able to, and that you should get a discount on the cost of the new structure equal to some percentage of the existing one. I.e. A Small Palace costs 5GB, if I upgrade it to a Medium Palace (Cost 10 GB) I get a discount on the Medium Palace cost equal to X% x 5GB.

Example 1. Maybe. A Fortress is not the same thing as a castle. They are similar, but different, and you can have both a Castle and a Fortress protecting the same holding (enemies have to get through the Castle before they can get at the Fortress) so they do not correlate directly -- give me a little time to figure out how to apply the existing fortress to the castle. Example 2. Yes. For things like the palace, or a cathedral, etc. which are just bigger and more elaborate versions of the same structure, you can upgrade, and you do get a discount of 50% of the cost of the existing structure. So if you have a Small Palace and want to upgrade to a Medium Palace, the cost would be 7.5 GB {10[base cost] - 2.5(5[existing palace] x 50%) = 7.5 GB.
