NOBLE CLANS (Kamon)
The land of Zaidan is ruled over by a number of noble clans claiming descent from the great heroes of the Gokai Taisan. While these clans are in theory all equals, they vary greatly in both power and prestige. The clans can be broken down into the following categories.
Ruling Clans
These clans rule entire provinces and are the de facto government of the land. They too can be subdivided into two subcategories.
Paramount Clans (Saiko no Kamon): These clans hold sway over an entire region and owe allegiance to nobody.
Game mechanics: These are fully independent player position realms that get the normal allotment of court and regent actions which they pay for themselves.
Tributary Clans (Sanji no Kamon): These clans control a province or two and owe allegiance and tribute to one of the Paramount clans.
Game mechanics: These are also player position realms that get the normal allotment of regent and court actions that they pay for out of their own treasuries. They are equivalent to the vassal realms in regular Birthright, but with far more independence in as much as while they are expected to support the Paramount clan to which they owe allegiance, such support is not automatic. A Paramount clan must use Diplomacy type actions to get the cooperation of its Tributary clans.
Subject Clans (Hikensha no Kamon)
These minor clans hold very small minor holdings within provinces controlled by one of the ruling clans and owe both allegiance and tribute to those clans.
Game mechanics: These clans function in a manner similar to Lieutenants in as much as they only get a single action, however there are a number of differences. First and foremost, they must pay for their own actions (which given their very limited resources generally entails the Ruling clan transferring GB and RP to them through Finance actions. Secondly, the Ruling clan must use an action such as Decree or Dispatch to issue orders to them.
