Do I need to use a Move Unit court action for a boat/ship to take a regent or henchman from one province to another in conjunction with Diplomacy?

No. It can be assumed that there are a good number of ships/boats available in any port province (Lvl 4+ or Lvl 0-3 with a harbour) for that, that's why you can do a trade venture without your own ships (it just makes it easier if you do have them) and where you get your Leidang from. It may require a Travel Character action (q.v) depending on how far you are travelling. I will throw together a movement map with hexes at some point, but for the time being, assume that an average province is 3 hexes across in any given direction, so the table in the action works out to be as follows: Travel Mode

Do note, that if you do assign a ship, then you will use that ship's movement rate rather than the generic province rate from the table.
