Bob,
Can you please confirm that Oracles ONLY provide a free Scry realm spell for arcane spell caster regents? Shinto has a divination component, but you could make the argument that the real "masters" of divination among the medieval Japanese were the practitioners of Onmyodo, which you could argue is more of an arcane spell caster.
Of course, maybe it's a domain/sect thing?

Actually, arcane casters are the one type they do not give a spell to. Oracles can only be built by temple domains, so it is divine or primordial casters who get the spell (Realm Scrying - p. 256 of the Regent's Guide). At the moment, there is only one oracle, at the Atosaki (Beginning & End)sect's grand shrine in Tsukubo (in the Hokuto-do), and long term divination is seen as traditionally the role of that sect, given it's deities, but there is no rule stating that, though you can expect them to be unhappy with anybody else establishing one.

Makes sense. I found the portfolios and associated domains again since asking the question. I don't think an oracle would fit my sect as much anyway.

Yeah, but oracles aren't cheap and that sounds like some crazy diplomacy to get everyone else to pay me to tell them whether it's going to rain or not. I'll just be like weathermen and go with "best guess" and blame it on someone doing something "inauspicious" or "impure" when I'm off.
