Like it says in the subject what is the prevalence of magic in the setting, is it:
Very Low - Please accept this most rare gift of a +1 sword. Low Medium High Very High - need to build a house, I'll speak to the local Magical Construction Guild and have it up in an hour.
Standard BR/RoE is a low/medium setting (IMO).
Considering that I am looking at being the local source regent I'm trying to get an idea of what I can reasonably expect to be doing.

That answers part of my (internal) question.
To expand on it, an action in the ROE rule set allows you to make 10,000 gp worth of magic items - normally 5 +1 weapons or armour. In the Zaidan setting what would be a reasonable expectation of the number of +1 things created with an action?
Editing in another question with a low magic setting, is it low number and power of casters, or a low number of powerful casters?

5/10000 GP sounds right for swords, I would likely base the number of other items off the values in the old Encyclopedia Magica. For the second part it would be a very small number of quite powerful casters and rather a large number of very low power casters (local hedge wizards and village wise women sort of thing) so that 1st - 3rd level sorcerer types would be quite common, but actual wizards less so, and the numbers of them decreasing rapidly as level goes up.
